The Housing Division is responsible for the administration of the City of Cupertino's federally funded Community Development Block Grant (CDBG) Program, as well as the following programs funded by the City budget: Below Market Rate (BMR) Affordable Housing Fund (AHF) Program, General Fund Human Service Grants (HSG) Program, and other contracted affordable housing programs and services that serve low and moderate-income households.

Fiscal Year (FY) 2024-25 Notice of Funding Availability (NOFA) & Request for Proposals (RFP)(PDF, 147KB)

The City of Cupertino has issued the FY 2024/25 NOFA and RFP. The City is requesting proposals for eligible capital housing projects. The City may award and appropriate funds to one or more eligible project in each funding category. Funds must be used to serve low- and/or moderate-income households located within the City of Cupertino jurisdiction limits.

The following funding sources are on a one-year grant funding cycle (FY 24/25):

  1. Below Market Rate Affordable Housing Fund (BMR AHF) Capital Housing Projects (up to $4,250,000)
  2. Community Development Block Grant (CDBG) Capital Housing Projects (approx. $266,000)

Santa Clara County Measure A- Affordable Housing Bond NOFA

The City’s NOFA/RFP is issued in conjunction with the County’s NOFA for the Measure A - Affordable Housing Bond. Measure A funding is available on a rolling basis for development capital funding, project-based vouchers, and acquisition funding. Information and applications are available on the County's Website.

NOFA/RFP Application Information & Deadlines: The RFP application period will open at 8:00am on Monday, November 6, 2023, and will end at 5:00pm on Tuesday, February 6, 2024. Organizations who intend to apply for funds through this RFP must apply online at City Data Services. To obtain a temporary login username and password, please visit and request at City Data Services. The Cupertino BMR Rental Program is designed to assist very-low and low-income households. The City of Cupertino generates affordable housing units through its Housing Mitigation Program. BMR rental units are made available to very-low and low-income households. BMR purchase units are made available to median- and moderate-income households. The City contracts with Rise Housing to screen and place qualified households in City BMR units.

Do I need an automatic fire sprinkler system if I want to remodel my house?

How do I apply for an online permit?

The City of Cupertino is currently working on a new Online Portal which will be launched in 2018. In the meantime, to apply for a building permit, schedule building inspections and ask any questions related to Building, please call 408.777.3228.
