General Plan Amendment Authorization

Background

The City Council adopted procedures for authorization of applications that propose General Plan Amendments in September 2015. These are reviewed twice a year – generally in February and August.

General Plan Amendment Authorization Procedures Update

Background

As part of the FY2020-21 Council Work Program, Council directed Staff to update the procedures for the General Plan Amendment Authorization Applications. City Council held a Study Session with direction to staff on the amendments on July 7,2020. The existing procedures and proposed modifications are available below.

The amended procedures were presented to the Planning Commission for its recommendation to the City Council on January 12, 2021. The Planning Commission voted to recommend approval of the proposed amendments on a 5-0 vote except that for the frequency of review of proposals, the Commission voted 2-3 (Fung, Takahashi, and Kapil voting no) for General Plan Amendment Authorizations for once a year, and voted 3-2 (Wang and Saxena voting no) for allowing General Plan Amendment Applications to be submitted twice a year.

The City Council heard the item on February 2, 2021 after deliberation provided additional direction to staff and requested that the item be brought back with additional amendments.

The 2020 First Cycle deadline for accepting applications for a General Plan Amendment Authorization was Monday, November 11, 2019 before 5:00 p.m. No applications were submitted for the 2020 First Cycle.
